Someone needs to step in. These kids are out of control. Although they're only acting out what the get from their parents, it's still no excuse for beating and terrorizing the dogs. See the video.

Uhh...those dogs are practically cowering while walking away from that brat with the bat. This tells me they've been struck by theings before, and that's NOT right. Time for some kind of animal services to check in I think. Those kids behave worse and are more annoying by the day.
